Born in Stratford upon Avon, England in March 1951.
Emigrated to Australia (Canberra) arriving June 1955. Butler started his career as a plumber before joining the [Australian] National Botanic Gardens in 1973 as a labourer. Worked his way through to become Horticultural Manager, leaving in 1994 to establish an environmental and horticultural consultancy.
Butler played a key role as Australian Cultivar Registration Authority (ACRA) Registrar from 1980-1994. During this time many cultivars were registered as there were many people, both amateur and professional, actively selecting forms of Australian plants or hybrids for cultivation.
The ACRA provided a lot of advice on its own operations and functions as well as other advice during the establishment of Plant Breeders Rights legislation for Australia.
